Overview of 2024 Lead Service Line Inventory
As part of new requirements provided by the United States Environmental Protection Agency (EPA), the Minnesota Department of Health (MDH) required all public water systems to complete a comprehensive inventory of water service lines to identify lead or galvanized service lines needing replacement. The City of Hastings completed this initial inventory over the summer of 2024 and the results of these efforts are shown below.
Water Service Line Ownership in the City of Hastings
Water service lines in the City of Hastings are the responsibility of the property owner from the connection point with the City main to the water meter located inside the home or building. Section 1 and Section 2 of water service lines (see diagram below) were inventoried as part of this effort in 2024. Section 3, which is the private internal plumbing of the home or building after the water meter, was NOT included in this inventory as part of the new requirements.
Timeline
- Phase 1 - Initial Inventory - Summer of 2024 (COMPLETE)
- Initial Inventory of all water services lines completed and submitted to Minnesota Department of Health (MDH)
- Notification letters provided to all residents with lead, galvanized or unknown service lines
- Phase 2 - Secondary Inventory and Application for Service Line Replacement Funding - Fall 2024 to Spring 2025
- City will be applying for grants through MDH that may be used for service line replacements as early as 2026
- City will continue secondary inventory efforts to identify unknown material service lines by:
- Continued review of historic records
- Coordination with MDH for funding of hydro-excavation to expose unknown service lines in the public right-of-way
- Property owners encouraged to self-report unknown service lines using the online portal included below on this page
- Phase 3 - Replacement of Lead and Galvanized Service Lines - 2026-2034
- Pending funding supplied from federal and state grant programs, the City of Hastings will begin coordinating service line replacement projects as early as 2026
- The EPA/MDH are targeting having all services needing replacement addressed within 10 years
*Note that the timeline above is subject to change pending updates from the EPA/MDH as well as availability of state and federal funding for service line replacements.
Report your Service Line Material
For property owners who received notification that your service line is unknown in Section 2 (see diagram above), please assist us by self-reporting your service material through our online portal.
This tool will provide instructions on how you can locate your water meter, identify your water service material, and help the City of Hastings reduce our number of unknown service lines.
City of Hastings Lead Service Line Replacement Program
Until federal and state funding becomes readily available to the City of Hastings (as early as 2026), our program for the replacement of lead and galvanized service lines is as follows:
- Funding will be actively pursued for the current 154 lead/galvanized service lines requiring replacement.
- Inventory efforts for service lines that are currently unknown will continue through added investigation and resident coordination.
- As part of the City's ongoing Capital Improvement Plan, service lines requiring replacement within the public right-of-way will be replaced as part of City street and utility projects.
