Vote Absentee By Mail
To vote early by mail, either:
- Visit the Minnesota Secretary of State website to request an absentee ballot, OR
- Print an Absentee Ballot Application (PDF) and mail or fax to Dakota County Elections:

- Ballot Drop Box: Absentee Ballots can be returned by mail or hand delivered to the ballot drop box located outside of Hastings City Hall, 101 4th Street East. It can be accessed 24 hours a day, seven days a week until 8:00 p.m. on Election Day.

Other Absentee Ballot Information
Agent Delivery
In special situations, you may ask an agent to pick up and return an absentee ballot for you. This is called 'agent delivery'. Your agent can pick up your ballot starting seven days before the election until 8:00 p.m. on Election Day. Your agent must return your ballot to the same office by 8:00 p.m. on Election Day. (Minnesota Statute 203B.11) Votes who may use agent delivery:
- Hospitalized or Health Care Facility Voter
- Individual in an adult residential program (M.S. 245A.02, subd. 14)
- Resident of a shelter for battered women (M.S. 611A.37, subd. 4)
- Resident of Assisted Living Facility (Minn. Stat. 144G)
- Voter who has difficulty getting to the polls due to incapacitating health reasons or disability.
UOCAVA/FWAB/SWAB
Military or Temporary Overseas (Voters who maintain a residence in Minnesota)
Military personnel and citizens temporarily overseas are eligible to vote in the precinct where they maintain residence. A Federal Post Card Application (FPCA) must be completed and submitted to the County office in which you resided. Safe At Home
All absentee ballot applications and requirements for absentee voting for persons eligible for the Safe at Home program will be coordinated through the Secretary of State's Office.
