The City of Hastings Engineering Department is responsible for the administration of storm water management programs regulated by the Federal Environmental Protection Agency (EPA) as well as the Minnesota Pollution Control Agency (PCA).

The most prominent programs overseen within the city include the National Pollutant Discharge Elimination System (NPDES) and Municipal Separate Storm Sewer System (MS4). As part of these programs, the engineering department is responsible for the review of all proposed construction projects within City limits for how they will impact storm water runoff.
